‘Expensive visit’ to council for man who swore

A man swore at a South Holland District Council housing officer when faced with the threat of eviction from his girlfriend’s home.

Chad Hill used foul language towards Navtej Singh during an interview about alleged anti-social behaviour, Spalding magistrates heard.

Mr Singh and a colleague ended the interview, but Hill got right up into Mr Singh’s face and again swore.

Jim Clare, prosecuting, said: “There were about 20 people in the reception area. They were obviously quite shocked as indeed Mr Singh was.”

Mr Clare said the incident happened some six or seven days after Hill received a suspended sentence at crown court for a dissimilar offence.

He said Mr Singh had tried to discuss an incident where Hill had allegedly threatened one of the neighbours, and other matters, and said it was his intention to obtain an injunction.

Hill and his girlfriend were making counter allegations and were “somewhat irate”.

Solicitor Mike Alexander, mitigating, said Hill stated he and his girlfriend, who have a baby daughter, had been told they were going to be evicted.

Hill and his girlfriend had gone to the council to complain about what had been happening to them – they had their door kicked in and people were behaving badly towards them.

Mr Alexander said Hill’s name and address had appeared in the newspaper following his conviction, people reacted and he had “suffered in that location”.

“He accepts that gentleman was doing his job but he just felt that gentleman wasn’t listening to anything he was saying and had made the decision already,” Mr Alexander told the court.

Hill (19), of Delph Road, Long Sutton, admitted using threatening words or behaviour within the hearing or sight of someone likely to be caused harassment, alarm or distress.

He was fined £35 and ordered to pay a £20 victim surcharge and £45 towards prosecution costs.

Presiding magistrate Ann Harrison said: “It was a very expensive visit to the council offices, so best to hold your temper in the future.”
